Vietnam's first female foreign minister Nguyen Thi Binh made the affirmation at an international friendship exchange held Sunday in Phu Yen province to mark the 40th anniversary of the signing of the peace accord. Binh was among the negotiators in Paris who signed the historic agreement on January 27, 1973.
