The Hanoi Convention establishes a legal foundation for international cooperation, affirming the importance of multilateralism, equal dialogue, and respect for national sovereignty to ensure that cyberspace truly serves peace, fairness, and sustainable development, said Minister Quang.
“The participation of so many nations and organizations reflects the unity, sense of responsibility, and strong political will of the global community in combating cybercrime, opening new opportunities to strengthen cooperation, build trust, and promote common progress,” he said.
Mr. Quang called on countries, organizations, and businesses to join hands in implementing the Hanoi Convention effectively through unity, strategic trust, shared responsibility, and mutual support - especially by assisting developing countries with technology, expertise, and resources - to build a safe, fair, and humane digital future.
The Hanoi Convention will officially take effect once ratified by at least 40 signatory countries.
