The EU evacuated its delegation from Kyiv to the Polish city of Rzeszow shortly after the conflict between Russia and Ukraine started late February.

In another development, EU foreign ministers did not decide on sanctions targeting Russia's oil and gas, EU's High Representative for Foreign Affairs and Security Policy Josep Borrell said on Monday.

Addressing the media following a meeting in Luxembourg, Borrell said that these sanctions would cause an "asymmetric shock" between EU countries since central and eastern European member states are "heavily dependent" on Russian energy imports.

The EU has formally adopted five packages of sanctions against Russia, including bans on the import of coal, wood, chemicals and other products.

Hungary's Prime Minister, Viktor Orban, said that Hungary will block any attempt by the EU to extend sanctions to Russian oil and gas. The ministers approved the disbursement of an additional 500 million euros to continue funding Kyiv. 27 EU countries earlier decided to double its military aid to Ukraine to 1 billion euros.
