(VOVWORLD) - The Government on Tuesday issued a provisional regulation on safely and flexibly adapting to and effectively controlling the COVID-19 epidemic.

The regulation aims to ensure the dual goals of controlling the COVID-19 pandemic and promoting socio-economic development, putting the protection of people's health and lives first and foremost. Solutions for epidemic prevention and control must be based on facts, to ensure that everyone is fully protected and has ready access to medical services, but shouldn’t impede production.
The regulations will be implemented consistently throughout the country. The People's Committees of provinces and cities must decide on necessary administrative measures, based on instructions from the Ministry of Health and other relevant ministries and agencies. They can flexibly implement particular extra measures that are not contrary to the Government regulations, and do not impede commerce, travel, or people's everyday lives.
