The statement reminded Armenia and Azerbaijan of their obligation to comply with the requirements of international humanitarian law, in particular with regard to the exchange of prisoners of war and the repatriation of remains. The statement also reminded them of their commitment not to use or threaten to use force to settle disputes.

A deal was signed on November 9 by Azerbaijani President Ilham Aliyev, Armenian Prime Minister Nikol Pashinyan, and Russian President Vladimir Putin, in which the three sides agreed to a complete ceasefire in the Nagorno-Karabakh conflict zone. Some 2,000 Russian soldiers were deployed in the region to supervise the ceasefire.
