Deputy Prime Minister Trinh Dinh Dung explained disaster response measures, saying “It is necessary to review climate change scenarios to develop response plans to natural disasters, floods, landslides, salt intrusion, and droughts. On that basis, key projects must be prioritized for investment. Efforts should be made to develop maps to warn of areas prone to flash floods and landslides at a smaller scale for more accurate forecast.”

The Deputy Prime Minister said: “We strictly control infrastructure and socio-economic projects combined with climate change response, especially small hydroelectric projects, minimize the use of forest land and protective forests. Investment continues in flood resistant housing programs in 14 central provinces."

Regarding the implementation of the Law on Cyber Security, Minister of Public Security To Lam said that after the Law was passed by the National Assembly in June 2018, the list of important information systems on national security has been drafted, but a draft Decree which will detail the Law on Cyber Security has not been issued yet because it must match international law.

Minister, Chairman of the Government Office Mai Tien Dung said the Prime Minister is determined to build a Government of integrity, action and serving the people and businesses. To date, 100% of ministries, sectors, and localities have completed the fine-tuning of One-Stop mechanism at all levels to deal with administrative procedures.

Mr. Dung said: “Since the beginning of its term, the Government has reduced and simplified more than 1,000 administrative procedures, 3,893 of the total 6,191 business conditions, 6,776 of the total 9,926 lists of goods subject to specialized inspection.”

He quoted the World Bank as saying total social expenses save about 18 million working days per year, equivalent to 274 million USD per year.

According to Minster Dung, in May 2020, the Government issued a Resolution on the Program to reduce and simplify regulations related to business activities from 2020 to 2025 aiming to reduce and simplify at least 20% of the regulations and cut at least 20% of regulatory compliance costs related to business operations.
