The Ministry of National Resources and Environment held a recent conference on propaganda, dissemination, and results of a Peer Assessment Rating or PAR Index pilot program under a Ministry of Home Affairs Decree. Delegates said the PAR Index helps relevant ministries and localities realize their strengths and weaknesses and assess comprehensively and objectively the implementation of the administrative reform program. The PAR Index was piloted in 6 provinces and cities and 6 ministries, including the Ministry of National Resources and Environment.
