Contestants can be professional and non-professional painters, Vietnamese citizens and overseas Vietnamese. Contest entries need to propagate and promote patriotic emulation movements; and honor the typical image of Hero of Labor, Hero of People's Armed Forces, and Emulation Fighter.

Nguyen Quoc Huy, Deputy Director of the Department of Grassroots Culture, said: “The contest aims to propagate widely among the entire Party, the people, and the army, the meaning of President Ho Chi Minh’s appeal for patriotic emulation movement and its role today. It affirms the value and creative application of Ho Chi Minh's thought on patriotic emulation through each period of the Vietnamese revolution. This will consolidate and foster the people's trust in the Party's guidelines and policies, and the State's laws and policies.”

Organizers will present 17 prizes, including one first prize worth 15 million VND (630 USD). The award ceremony will be held in June 2023.
