They agreed that the two new important draft laws must ensure consistency in the provisions of these two laws with related laws.

Deputy Tran Hoang Ngan of HCMC said the draft Law on Management and Investment of State Capital at Enterprises should encourage enterprises to use capital, while state owned enterprises need to be flexible in developing production and business to catch up with the practical situations.

“When the State decides to invest in an enterprise, it is State capital. But for enterprises, it is the capital of the enterprise,” said Ngan, adding, “So there must be decentralization for enterprises in investment to ensure timeliness, but ensure the mechanism of supervision, inspection, and check of the central capital owner's representative agency to avoid misconduct and loss. As soon as signs of misconduct are found, inspection must be carried out immediately.”

Debating the Draft Law on Digital Technology Industry, deputies asked for priority to building and perfecting the specialized legal system on national industrial development and specific industrial fields, such as digital technology, defense industry, security, and energy.
