The Acting Foreign Minister made the request in a letter to UN Secretary-General Antonio Guterres on Monday. The letter did not specify whether Mr. Muttaqi would come to speak in person in New York or the Taliban would send a video of the speech like many other leaders because of the COVID-19 pandemic.

In the letter, the Taliban government stated that Ghulam Isaczai's mission, representing President Ashraf Ghani's administration at the United Nations, "is considered over and that he no longer represents Afghanistan.” The Taliban appointed its spokesman in Doha Suhail Shaheen as Afghanistan's Ambassador to the UN.

Until a decision is made by the credentials committee Isaczai will remain in the seat, according to the General Assembly rules. He is due to address the final day of the meeting on Sept. 27.
