The 8th plenum of the 11th Party Central Committee opens in Hanoi

(VOVworld) – The eighth plenum of the 11th Party Central Committee opened in Hanoi on Monday to discuss major economic, political, and social issues. Opening the plenum, Party General Secretary Nguyen Phu Trong pointed out 5 key issues to consider, discuss, and make decisions about.

Regarding socio-economic development, Trong called on delegates to consider a report by the Civil Affairs Committee of the Party and Government on this year’s socio-economic development and a development plan to 2014 and a report on implementing the Resolution on socio-economic development of the 11th National Party Congress. He urged the delegates to evaluate Vietnam’s socio-economic situation focusing on the implementation of 3 breakthroughs combined with the growth model reform and economic restructure. Party leader Nguyen Phu Trong: “To get a real view of this year’s socio-economic development, we should follow the Conclusion of the Party Central Committee, the Resolution of the National Assembly at the end of last year, and the reality of the nation, ministries, and localities to analyze thoroughly the situation, point out achievements over the past 9 months, and give this year’s forecast. We should focus on clarifying macro-economic stabilization, an implicit threat of high inflation, liquidity and safety in the commercial bank system, efforts to improve business and investment climate and to ease difficulties for businesses.”

Regarding fundamental and comprehensive education reform, Party leader Nguyen Phu Trong underlined the need to create consensus in issuing a Party Central Committee resolution to guide the national task.
Mentioning the revisions to the 1992 Constitution, Trong said the Party Central Committee always considers it an especially important task of the Party, State, and political system. Trong said: “We have fully promoted democracy and responsibility by encouraging people to contribute ideas to the draft constitution. The Party Central Committee should continue to study thoroughly every chapter and article and submit the draft to the National Assembly for approval.” 

With regard to Party building, the Party leader said the Politburo will submit to the Party Central Committee two important recommendations including regulations on Party elections and the establishment of sub-committees for the 12th National Party Congress. The 8th plenum of the 11th Party Committee will continue until October 9.
