Addressing an emergency meeting of the UN Security Council on Monday after the Taliban captured the capital city Kabul, Mr. Quy said only a comprehensive political solution can bring lasting peace and stability in Afghanistan.

He called on all parties in Afghanistan to abide by international humanitarian and human rights laws and conduct dialogues to stabilise the situation and promote national reconciliation.

UN Secretary-General Antonio Guterres expressed his deep concern about the current chaotic situation in Afghanistan, decrying the violence, civilian casualties and humanitarian crisis there.
“We must speak with one voice to uphold human rights in Afghanistan," he said, "I call upon the Taliban and all parties to respect and protect international humanitarian law and the rights and freedoms of all persons."
"We are receiving chilling reports of severe restrictions on human rights throughout the country. I am particularly concerned by accounts of mounting human rights violations against the women and girls of Aghanistan, who fear a return to the darkest days,” said Guterres.
