In the first eight months of this year, Vietnam secured nearly 450 million USD from ODA and foreign concessional loans. With the new inflows projected for the rest of the year, total mobilization in 2025 could approach 820 million USD, matching the country’s annual average of 800 million to 1 billion USD during the 2021-2025 period.

The Ministry of Finance noted that Vietnam has high demand for foreign loans this year and beyond to implement large-scale projects. To accelerate ODA projects, the Government has been reforming its legal framework, decentralizing authority and streamlining procedures for approving investment policies and project implementation.
