West rejects Russian President’s order on Ukraine

Steffen Sibert, a spokesperson for the German Chancellor, said Russian President Putin’s order to recognize papers issued by the two self-proclaimed countries affects Ukraine’s sovereignty. The French Foreign Ministry condemned the order and urged Russia to honor the Minsk agreement as the only viable resolution of the crisis in eastern Ukraine.

According to Putin's order, published on the Kremlin website on February 18, Russia will temporarily recognize identity documents, diplomas, birth and marriage certificates, and vehicle registration plates issued in the eastern Ukraine regions of Donetsk and Luhansk and allow people in conflicted areas to travel, work, and study in Russia.
