Countries with a too-low vaccination rate and a too-fast rate of restriction lifting will create conditions for the virus to spread. Mr. Ryan said countries need to be prudent in easing their pandemic restrictions. The WHO also urged countries that are vaccinating 12- to 15-year-old children to instead donate those doses to the vaccine sharing programme COVAX, to improve access for healthcare workers and the elderly in low-income countries.
