A 1.2-kilometer road in Xuan Lai commune is the pride of the local people. War veteran Hoang Viet Toan, who proposed building the road, and local authorities called for donations and managed to raise 36,000 USD. The project was completed in 3 months.

“Mr. Toan is the vanguard in the rural road construction movement. The effort has been replicated and the commune’s road system was upgraded within a month,” said Mr. Trinh Khac Thuan, head of Phong Lai village.

In 2015, Toan raised 27,000 USD to build a cultural house in his village.

“Mr. Toan is an influential person in the locality. Since his retirement, he has done a lot to encourage local people to lead a cultural lifestyle,” said Mr. Nguyen Ngoc Uyen, Vice Chairman of Xuan Lai commune’s People’s Committee.

Fighting on the Quang Tri battlefield in 1973, Toan was severely wounded and affected by Agent Orange/dioxin. In 1976, he returned to his home village and worked as a Secretary of the Youth Union, and Secretary of Xuan Lai commune’s Party Committee.

Toan says it is essential to show the spirit of a Party member and a soldier in social work and production and to encourage others to follow.

“I have a great love for my family and my homeland. I have been doing my best to fulfil all tasks assigned by the Party and the people. I also encourage other people to follow the patriotism emulation and rural development movements,” he said.
