Moscow said the vote on the resolution should have been delayed to allow for more negotiations between China and Russia, adding that if the resolution had been approved, it would have allowed rebels to receive reinforcements. Venezuela also voted against the resolution - drafted by New Zealand, Egypt, and Spain - while Angola abstained.

Russian UN Ambassador Vitaly Churkin said putting the resolution to a vote was a violation of a Council rule of procedure under which the vote should have taken place no earlier than Tuesday morning. He said additional time would have let the Council members take account of certain new circumstances and arrive at a consensus resolution.
