Although Phuoc is young, local people call him patriarch out of respect for his contributions to disseminating state policies and his help in agricultural production and everyday life activities. Chamlea Thi Den said: “Phuoc has helped us a lot in agricultural production. He showed us how to achieve effectiveness.”

Phuoc is a dynamic creative officer who is close to the people. He often incorporates new policies with community activities to make them understandable to the locals. He has won the respect and trust of both the local government and the people. Mao Ngoc Than said: “Phuoc has been actively involved in social activities for quite a long time. He has been a role model in developing the economy.”

Because of a lack of information about family planning, underage marriage was a major problem in Do hamlet. Phuoc came up with the idea of introducing family planning and the consequences of underage marriage in short plays or stories. He and other population officers go to each house to explain to the locals the consequences of having many children. Their efforts have changed the thinking of people in Do hamlet. Ca Mau Vien, Vice Chairman of Ma Noi commune’s People’s Committee, said: “Phuoc is dedicated to community activities. He has helped to increase mutual understanding and promote solidarity among the locals. His is a good example for others to follow.”

Phuoc has persuaded the locals to donate their land and participate in expanding and paving inter-communal roads as an effective way of building new rural areas. Chamalea Xanh said: “Since the road was paved, transportation is now much better and our lives have improved significantly.”

Phuoc said helping others brings him happiness and is a way for him to show his gratitude to his home village.
