20 years ago H’Luoc Ntor was elected to represent Dak Lak province at the 10th National Assembly while serving as head of the provincial Women’s Union Commission on Communication and Education.

A mother of 4 from Juk hamlet, 50 km from Buon Ma Thuot City, H’Luoc Ntor has worked hard to improve Dak Lak people’s lives by generating jobs, and promoting education, and gender equality. As a representative of the local ethnic group, H’Luoc Ntor often travels to the most remote areas and stays with a local family to become more familiar with their needs and aspirations. She said: "Back during the 10th National Assembly, the infrastructure of local districts remained very poor with unpaved roads. It used to take National Assembly deputies like me more than a day to reach households in remote areas and we had to stay there for several days to meet all the voters. Now the local infrastructure has been upgraded. Most of the hamlets are now connected to the national power grid, and have paved roads and new schools and medical centers."

H’Luoc N Tor said that field visits are necessary to understand what voters need. Nguyen Thi Thanh is a voter in Ea Tieu, Chu Quynh district: "It was very difficult to travel when I moved here in 1983 as local roads remained unpaved. When Dak Lak province’s National Assembly delegation visited us, H’Luoc N’Tor acknowledged the importance of upgrading the local infrastructure and reported that to the National Assembly. The government responded by paving roads and improving local people’s living conditions."

Having gained the people’s trust, H’Luoc N’Tor was elected to the 11th and 12th National Assembly. H’Mang is a voter in Pay Bi hamlet, Dak Nue commune, Lak district: "Every time we meet Deputy H’Luoc N’Tor, we are briefed on National Assembly legislative activities and tell her our concerns. Thanks to her efforts, the government has supported our production and upgraded our local infrastructure."

H’Luoc N’Tor has been awarded the Labor Order, 3rd class, by the President, and a Certificate of Merit for her efforts over the past 15 years. She says her greatest reward, though, is the people’s trust in her and she has promised to do her best to deserve their trust.
