The project promises a comprehensive ecological system for all, especially Vietnamese youths, to develop cutting-edge technologies on the basis of big data, Internet of Things (IoT) platforms and artificial intelligence. It has four main components: Open data, Q&A Banks, Enterprise Archives, and Developers. It is accessible at itrithuc.vn. Speaking at the inauguration of the system, Deputy Prime Minister Vu Duc Dam said: "The launch of the digital Vietnamese knowledge system marks progress in the 4th industrial revolution. All organizations, enterprises, youth, intellectuals and the IT community should inspire the Vietnamese people’s aspiration for learning so that everybody will participate in spreading and promoting Vietnamese knowledge.”

The system is now in its initial stage. It will require active participation by everyone to achieve its goals. Nguyen Anh Tuan is Secretary of the Ho Chi Minh Communist Youth Union: "The digital Vietnamese knowledge system can be successful with full, responsible participation by the community. Young people are the biggest beneficiaries but also the ones who contribute most to knowledge. The Youth Union Central Committee will work with its affiliate members to enrich the Vietnamese knowledge.”

The system is expected to aid rapid, sustainable national growth. Le Minh Hoan is Party Secretary of Dong Thap province, one of the vanguards in implementing the project: "The system will provide farmers with market information, technology in agricultural production, and remedies for plant and animal diseases. Such information is practical to farmers.”

This year the system will be developed on website, mobile apps, and smart apps. Starting in 2019, it will be developed into a system mastered by the Vietnamese people.
