First session of 14th National Assembly: mission for new development period

(VOVworld) – The first session of the 14th National Assembly, which closed in Hanoi on Friday, has created a premise for the activities of the new legislature and State apparatus. The deputies elected or approved key positions, including National Assembly Chairwoman, President,  and Prime Minister.

High on the agenda of the 9-day session were personnel issues, legislation, assessment of a government report on the implementation of socio-economic development plan, and oversight programs.

Key positions approved

Deputies spent 6 days of 9 days discussing personnel issues. On the basis of the personnel guidelines adopted at the 12th National Party Congress and current circumstances, the National Assembly elected or approved competent leaders for legislative, executive, and judicial agencies to ensure Party comprehensive leadership and the effective State management, and strengthen the political system overall.

The National Assembly elected a NA Chairwoman, her deputies,  members of the NA Standing Committee, the Head of the Ethnic Council, and Heads of the NA Committees, as well as the President, Vice President, Prime Minister, Chief Justice of the Supreme People’s Court, Prosecutor General of the Supreme People’s Procuracy, and State Auditor General. The NA approved the nomination of 26 cabinet members, including Deputy Prime Ministers, Ministers, and members of the Council for National Defense and Security.

In their inauguration speech, the senior officials made clear their commitments to developing Vietnam, staying incorruptible and acting for the people. Deputy Tran Van Ron representing Vinh Long province, said: “We feel confident about the personnel work because the elected officials were approved overwhelmingly. This shows their credibility has persisted from the 13th to the 14th National Assembly. They have proved to be dynamic, creative, and aggressive in dealing with problems. This will help move our country forward.”

Deputy Nguyen Quang Tuan from Hanoi, said: “Leaders of the new era face stricter requirements than previously. They must be enterprising and have broad practical knowledge to help Vietnam integrate more effectively into the world. Those are the demands and aspirations of the people”.

Legislation, oversight programs approved

Deputies approved the National Assembly resolutions on a program for law and ordinance building in 2017 and amendments to this year’s program, on a program for oversight in 2017, and on the establishment of specialized inspection teams.

Efforts were made to make Vietnam’s legal system internally consistent and consistent with the 2013 Constitution. The laws should uphold the people’s self-determination, ensure political stability, develop the economy and society, strengthen security and defense, and promote international integration. These laws enable Vietnam to continue implementing its commitments to international treaties like the Free Trade Agreement and the Trans-Pacific Partnership Agreement. The National Assembly’s goal is to ensure that Vietnam has all fundamental laws, necessary to regulate social relations, by 2020.
