The 12th Party Central Committee’s Plenum clarified the degradation in political ideology, morality, and lifestyle, and the concepts of “self-evolution”, and “self-transformation” within the Party. Those are key issues in ensuring the Party’s vitality and vigor and the State’s role and influence.

The Party Central Committee resolution which describes manifestations of the degradation of political ideology, morality, and lifestyle of Party members helps Party organizations to carry out criticism and self-criticism and find appropriate ways to address problems.

Truong Minh Hoang, Deputy Head of the National Assembly deputy delegation of Ca Mau province says the resolution needs to be implemented by every Party organization, Party cell, and Party member to create the desired changes in Party building: “Improvements to Party members will improve Party building. We need to continue the movement of following President Ho Chi Minh’s moral example. Each Party member needs to have his or her own plan of action.”

Criteria for evaluating Party officials

Effectively implementing the resolution of the 4th Plenum of the 12th Party Central Committee is not an easy task. The Organization Commission of the Party Central Committee drafted criteria for evaluating members of the Politburo which covers political stance, morality, lifestyle, discipline and performance of assigned tasks. Each criterion receives a score and the total score is 100. This quantitative assessment is more accurate, strict, and comprehensive. Mai Thanh Dan is Head of the Organization Committee of the Can Tho Municipal Party Committee: “So far, we have only evaluated Party members at local and grassroots levels. The Party Central Committee has recently introduced specific criteria to evaluate cadres managed by the Party Central Committee. This will help those at local levels to implement the assessment more effectively”.
