Party’s 7th plenum creates new momentum for growth

(VOVWORLD) - 3 resolutions concerning personnel work, salary reform and social insurance were adopted at the 7th session of the 12th Party Central Committee, which concluded in Hanoi last week. The resolutions filled an important prerequisite for Vietnam’s comprehensive growth.

The Party resolution on building a contingent of moral, capable and respected cadres, especially at the strategic level, is expected to be a turning point in Party building and rectification.

A highlight of the resolution is the requirement to seek a new performance assessment method for officials, which is more objective and accurate, along with an effective mechanism to encourage them to improve themselves, and measures to control power, prevent bribery for job titles, and fight against individualism in personnel work in order to increase the people’s trust in the Party, State, and the government. Associate Professor Doctor Nguyen Trong Phuc of the Ho Chi Minh National Academy of Politics said: “Each and every cadre, especially strategic cadres, needs to have morality, professionalism, management capacity, a sound working manner and a strategic mindset. These are the fundamental criteria for strategic cadres. The Party Central Committee has also introduced specific criteria for other cadres.”

The Party Central Committee plans to translate the personnel resolution into Party regulations and a State law by the end of the 12th tenure.

Under the resolution on salary reform, a national payroll system that is scientific, transparent, and relevant to national growth will be developed. This means salary will be the main income and sufficient for any employee and their family. Appropriate pay will contribute to human resource development and improving productivity and worker performance. Former Deputy Minister of Labor, Invalids, and Social Affairs Pham Minh Huan said: “Salary reform will improve state employees their lives so that they will work more productively and effectively.”

Another Party resolution stressed the need to make social insurance a pillar of the social insurance a key pillar of the social security system. Universal social insurance and a roadmap that is in line with national socio-economic development are needed to promote social progress and equality.
