Promoting positive effects of votes of confidence

(VOVworld) – The voters have appreciated the National Assembly’s votes of confidence for officials elected or approved by the National Assembly or the People’s Councils. While revising a Resolution on votes of confidence during the 8th session of the 13th National Assembly, the deputies have once again expressed their support for this oversight method and recommended ways to improve the quality of votes of confidence.

The deputies agreed to continue conducting votes of confidence because the public want it. They proposed ways to improve the votes of confidence that had to do with voting times and the impact on the subjects of the votes of confidence.

Positive effects after two votes of confidence 

Votes of confidence have been an important and appropriate tool of the National Assembly to exercise its oversight function. It’s a new way to assess cadres democratically. Votes of confidence on officials elected or approved by the National Assembly are intended to cross check legislative, judicial, and executive performance. After two votes of confidence, some ministers with low confidence rating improved themselves. The votes of confidence have motivated ministers to promote their strengths and correct their weaknesses in management. Le Thi Nga is a deputy from Thai Nguyen: “The votes of confidence and making public the results have been an effective oversight method with positive effects on management. It’s an advancement of democracy in line with the 2013 Constitution. The results are close to the real situation which shows the National Assembly’s sense of justice in evaluating the performance of positions.”

Improving the effectiveness of votes of confidence

A number of deputies have suggested holding the first vote of confidence in the 2nd year and the second one in the fourth year. The first vote of confidence will evaluate the management results of leaders and give them suggestions for improving their effectiveness. The result of the second vote of confidence will be the basis for the next Party Congress. Chu Son Ha, a deputy from Hanoi, says: “It’s necessary to conduct two votes of confidence at the end of the 2nd and the 4th year. Two years are an appropriate period for leaders to reform and improve their actions. The second vote of confidence will monitor their activities again to see how well they followed the National Assembly’s recommendations.”

Regarding the consequences of votes of confidence, the revised resolution allows a person with a low confidence rating to resign if they cannot handle their tasks, without another vote of confidence. Functional organizations or individuals can recommend that the National Assembly or the People’s Councils dismiss officials with low confidence ratings or move them to another position. Pham Truong Dan is a deputy from Nghe An. “The resolution should say that officials with less than 50% confidence can resign. If they don’t resign, functional agencies or individuals can recommend that the NA or People’s Councils dismiss them.”

The vote of confidence is an important mechanism of the National Assembly’s oversight work. Two votes of confidence rounds have been applauded by the public. The revision of the NA’s resolution 35 on votes of confidence will enhance objectivity, precision, and democracy in Vietnam’s political system.
