Vietnam pursues a consistent policy of protecting and promoting human rights and centered on people as the principal motivation of the nation. The policy was illustrated in the documents of the 13th National Party Congress.

Vietnam intends to become a developing country with industry developing toward modernity and surpassing the low-middle income status by 2025, to become a developing country with modern industry and high-middle income status by 2030, and to become a developed country with high income by 2045. The Vision reflects the entire political system’s commitment to the national development goals and its strong determination to develop and fine-tune the institution of the law-governed State with the policy of making the people the master and the center and promoting social progress and equality, cultural values, environmental protection, and sustainable development, and improving people’s living standard, and people’s rights.

The Vision is also reflected in Prime Minister Pham Minh Chinh’s statement, which says Vietnam will not sacrifice social security, environment, advances, and equality to achieve simple economic growth but instead ensure wealth, happiness, democracy, security, and safety for its 100 million people.

Pursuing a foreign policy of independence, self-reliance, peace, cooperation, development, multilateralization, diversification of relations, and active international integration, Vietnam has enhanced international cooperation bilaterally and multilaterally in all aspects and promoted and protected human rights.

Vietnam aims to promote bilateral cooperation and dialogue, share information and exchanges, increase mutual understanding, and improve capacity to better protect human rights in Vietnam and other countries.

Vietnam has contributed to enhancing solidarity and cooperation in human rights within ASEAN, particularly in the building of the ASEAN Charter, ASEAN Community, and ASEAN Human Rights Declaration, and establishing human rights-related mechanisms of ASEAN.

Vietnam has always respected the UN Human Rights’ Council role in and contributions to promoting human rights. Vietnam has actively and responsibly participated in the Council’s activities, especially during the 2014-2016 period when Vietnam was a Council member. Vietnam upheld and promoted cooperation, dialogue and mutual understanding to narrow differences and seek effective, sustainable solutions to challenges concerning human rights, on the basis of respecting national independence, sovereignty, territorial integrity, equality, and mutual benefit.

The Vietnamese government has decided to run for a seat on the UN Human Rights Council in the 2023-2025 tenure in order to contribute more to the global effort to promote and protect human rights. Vietnam has pledged to do its utmost to protect universal values of human rights, and strengthen the UN’s efforts and mechanism to protect people around the world.
