8 working teams of the Central Steering Committee on Anti-corruption are overseeing the investigation and prosecution of serious corruption cases in 20 localities and agencies.

Gradually eliminating corruption

The Vietnamese Party and State have set a goal of eliminating corruption and waste to maintain political stability and socio-economic development, consolidate the people’s trust, build a stronger and cleaner Party and State and a contingent of incorruptible, disciplined cadres, and promote democracy.

Strict measures have been taken to deal with corruption cases. Those who commit an act of corruption should face administrative or criminal penalties no matter who they are and what position they hold. Party members who have shown signs of corruption and waste should be deprived of their current post although their wrongdoing has not been confirmed. Properties obtained through corruption should be confiscated. Organized corruption should be harshly dealt with. The Criminal Code has been supplemented with increased fines for corruption.

According to a Party Central Committee decision dated October 15, 2007, Party’s disciplinary measures are not an alternative to administrative discipline or legal penalties. The decision stipulates 10 circumstances subject to increased discipline imposed on a corrupt Party member.

Equality before the law

Article 69 of the Law on Anti-corruption states that a person who commits an act of corruption should be disciplined or prosecuted depending on the level of the offense. If found guilty of corruption by the court, the person should be dismissed from his job, his position as National Assembly deputy, or his position as People’s Council deputy. Party, State, and National Assembly leaders have repeatedly said that all corrupt officials should be punished without exception.

A person guilty of corrupt acts may face criminal penalties: from 2 years imprisonment to the death penalty, in addition to measures like dismissal, fines, and confiscation of all or part of his assets.

The Party Central Committee’s Commission for Internal Affairs and the UN Development Program recently organized a workshop on the sanctions against corruption included in Vietnam’s Law on Anti-corruption. Some localities have established task forces to process corruption-related information.
