This was the second meeting between the military Chiefs of staff of Arab countries. The draft plan describes where and how the force would be put into action. Membership is "voluntary," the draft says, and if only three members sign up, it would be enough to put the plan into action. Arab leaders agreed on the plan and set out a time frame of 4 months to decide on a legal framework for the force’s operation.
