The article highlighted agreement on maintaining existing cooperation mechanisms while working toward a bilateral legal framework on safeguarding security and social order. Vietnam and the US will share information and experience in preventing crimes and investigating specific cases. They agreed to conduct training courses for law enforcement officers. The article said the US considers Vietnam a key partner in its strategy of rebalancing towards Asia-Pacific.

Regarding disputes in the East Sea between China and ASEAN countries, the article said the US advocates peaceful resolutions on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea and the Declaration on the Conduct of Parties in the East Sea (DOC). The US hopes conflicting countries will soon adopt a Code of Conduct in the East Sea (COC).
