The European Council said in a statement that the team will consist of 40 EU monitoring experts working on the Armenian side of its border with Azerbaijan.

The team will have the objective of monitoring, analysing, and reporting on the border situation and will probably need no more than two months.

Relations between Armenia and Azerbaijan have become tense over the disputed territory of Nagorno-Karabakh in southwestern Azerbaijan, where a large majority are ethnic Armenians who want to merge with Armenia.

The issue turned into a sovereignty dispute between the two neighbors that culminated in a war that lasted from February 1988 to May 1994. In May 2022, Armenia and Azerbaijan announced that they had established a border delimitation committee, which was seen as a step toward an early end to the dispute over the Nagorno-Karabakh region.
