(VOVworld) – Minister and Head of the Government Office Vu Duc Dam reiterated the Government’s determination to restructure state-owned enterprises (SMEs) at a regular press conference in Hanoi on Saturday. He also explained that the Government’s proposal to increase the overspend level from 4.8% to 5.3% of the GDP is to guarantee the stability of investment capital in accordance with the 2013 spending plan. Dam added that the Government will take inform measures to withdraw capital which was invested in areas out of SMEs’ specialization. As a result, SMEs are only allowed to invest in major businesses and essential areas for economic development. However, according to Minister Dam, capital withdrawal should be undertaken in line with market economy regulations and with a clear road map, avoiding losses of State assets and market disruption: “The principle is that the capital should be withdrawn in accordance with the market. So we need a roadmap. Many policies and measures are taken at the same time, including tightly controlling each troubled enterprise. All measures from capital, and tax to securities market should be addressed”.

Minister Dam said the Government also asked SMEs to completely undertake the withdrawal of capital, particularly in real estate and securities.
