According to Dr. Luu Duc Quang from University of Economics Ho Chi Minh City, many people of Vietnamese origin are living in Vietnam, but their citizenship has not been granted for various reasons.

The issuance of identity certificates will help ensure the fundamental rights of people of Vietnamese origin without citizenship, including their children and the vulnerable.

Dr. Quang said, “The new law takes into account people of Vietnamese origin but do not have a nationality, which I think, is a practical and progressive change. Accordingly, the name of the law has been changed, from “Law on Citizen Identification” to “Law on Identification”. This means that a personal identification will not only be issued to Vietnamese citizens, but also people of Vietnamese origin.”
