North Korea opens to moratorium on nuclear, missile tests

(VOVWORLD) - North Korea's top envoy to India on Wednesday offered a conditional moratorium on his country's nuclear and missile tests in an apparent bid to invite talks with the US.

North Korea Ambassador to India Kye Chun-yong said one of the key demands is a halt in joint US-South Korea military drills, which Pyongyang denounced as a rehearsal for invasion.

South Korea's new President Moon Jae-in said Seoul has no plans to scale back joint military exercises with the US. In previous statement, he stressed the need to bring Pyongyang back to negotiations, saying that denuclearization is a correct path to ensure safety for North Korea.
