South Korean activists released balloons loaded with leaflets criticizing the Pyongyang government on Friday.

South Korean military officials said some of the North Korean shots landed south of the border, prompting the South's military to fire back in response. No further details, including whether there were casualties on both sides, were immediately available. On the same day, North Korea urged South Korea to respond to its proposal for forming a low-level federation on the Korean Peninsula. The proposal was first put forward in 1980 by late president Kim Il Sung. North Korea said that this is the best way to reunify the divided nation.
