House Speaker John Boehner said in a memo to fellow Democrats that the House of Representatives would vote on a bill for Trade Promotion Authority (TPA) on Friday. If approved, the TPA bill will be a great success for President Obama’s administration, who considered the finalization of TPP negotiations with 11 Asia-Pacific partners a diplomatic priority in his second term. The legislation would enhance Obama’s negotiating clout by letting Congress set negotiating objectives for trade deals such as the TPP, but preventing lawmakers from making changes to the final agreement.
