At a Wednesday workshop in Hanoi on theoretical and practical issues of building the Vietnam People’s Army, General Cuong said, “Building a stronger, leaner, and more modern Vietnam People's Army is inevitable to defend the nation in the new situation.”

He noted, “The process requires a thorough understanding and creative application of Marxist-Leninist theoretical perspectives on building a new-style army of the working class in combination with 4,000 years’ experience in national construction and defense, especially the experience in the past 80 years.”

Reports delivered at the workshop clarified building the Vietnam People's Army coupled with President Ho Chi Minh's military ideology, and the guidelines and viewpoints of the Communist Party of Vietnam.

Nguyen Xuan Thang, Chairman of the Central Theory Council and President of the Ho Chi Minh National Academy of Politics, underscored the need to prioritize investment in a modern dual-use defense industry that meets the requirements of national defense and socio-economic development.

“We need to modernize weapons, electronic warfare, and other equipment, develop smart warfare, and build troops and services that enhance our strength, combat readiness, and strategic weapons autonomy to cope with new forms of military action. We cannot be passively dependent in any situation,” said Thang.
