Many laws take effect on July 1

(VOVworld) – Nine laws and two decrees which will directly impact people’s lives  take effect on July 1.

The Law on Capital has stricter regulations on migration to the inner city. It also allows the Capital city to mobilize investment capital by issuing bonds.

The Law on Personal Income Tax raises the threshold of taxable family income from 4 million VND per month to 9 million VND per month.

The Law on Administrative Sanctions specifies that for the same administrative violation, the fine for organizations will be twice the fine for an individual. 

The Law on Electricity has supplements on retail electricity prices, a mechanism to adjust prices, and a list of retail electricity prices.

The other five laws are the Law on Tax Management, the Law on Lawyers, the Law on Cooperatives, the Law on National Reserve, and the Law on Publication.

The two Decrees which will take effect on July 1 stipulate administrative sanctions on road traffic violations and the basic salary of state employees and armed forces at 1,150,000 VND per month.

The Vietnam Social Insurance sector and the Ministry of Health together organized a meeting to mark Vietnam Health Insurance Day, July 1st, aiming to boost the increase in take-up of health insurance for all people. Speaking at the event, Deputy Prime Minister Vu Van Ninh urged the Ministry of Health and the social insurance sector to push towards the target of expanding the categories of those insured so that 70% of the population had health insurance by 2015 and 80% by 2020.  Mr. Ninh said: "We should continue to fine tune our policies and mechanism on health insurance, promptly address shortcomings to ensure that health insurance policies match social needs and the national development requirements in each period. The policy of expanding the categories of beneficiaries should help the farmers, fishermen, low-income earners, and the unemployed. The policy of receiving medical treatment from expense of health insurance should define the administrative procedures, code of ethics, and the quality of medical treatment."

Deputy Prime Minister Vu Van Ninh called on the various sectors and local authorities to promote their activities in implementing the plan to broaden the coverage of health insurance for all people.
