New rural development in Sin Cheng commune, Lao Cai province

(VOVworld) – The working atmosphere in Sin Cheng commune, Simacai district in Lao Cai province has never been as busy as recently. Everyone has actively participated in the program to build new rural areas. They donate land, money, and workdays to build rural roads and public works.

Xa Xinh Po hamlet was selected to pilot the building of new rural areas in Sin Cheng commune. Since 2012, the hamlet has proactively communicated with and encouraged people to contribute land, money, and workdays to pave roads and build public works. Sung Sao Gia, hamlet chief, said people understood the benefits so they enthusiastically participated in the program. “Both the state and people jointly worked on the new rural development program. The people donated land and labour, while the state provided stone and cement to make the roads. In the past, transportation was difficult. Now we have convenient roads and people have more opportunities for exchange and travel. They feel more secure.”

After first piloting the program in one hamlet, Sin Cheng commune has implemented it in all 9 hamlets. Thao A Chu in Sin Chai hamlet said his family donated nearly 100 sq.m of land to help build the roads. “It was the first time I donated land, labour, and money to develop paved roads.”

Sin Cheng commune has focused on production development, an important criteria of the new rural development program. The commune has combined agro-forestry production and increased the production value of its the same farmland. The commune has concentrated on the intensive farming of 2 crops per year, which raises the per capita food to 600 kg per year. They grow two crops of high-yield rice varieties on terraced rice fields and maize, soy bean, and cash crops on all the surrounding hills.

Sin Cheng commune takes the lead in Simacai district in raising cattle and poultry in households. They have meadows to grow animal feed. Each household has an average of 3 heads of cattle, the highest number in the district. Lu Minh Duy in Mao Xao Chai says: “All 9 hamlets are carrying out the 19 new rural criteria. All the roads were paved. Hamlets which complete work first will help the others. The commune has focused resources to complete the work in each hamlet.”

Cu Seo Chung, Vice Chairman of Sin Cheng People’s Committee, said planning was the most complicated activity. But with support from functional agencies, Sin Cheng commune has completed the planning and achieved 5 of the 19 new rural criteria. “We communicate with the people to promote their combined strength. Every household has agreed to donate land and workdays to build roads, a school, a clinic, and a cultural house. We have specific work plans and aim to obtain 4 criteria every year.”

With unity to promote the internal strength of the authority and people, Sin Cheng commune is heading to achieve all the new rural criteria by 2015.
