Deputies agreed on regulations relating to the court’s implementation of judicial rights but suggested more specific principles on the process for people’s courts to conduct their missions and authority. They said the regulations should be stricter to reduce factors that can affect independent judgments while ensuring the rights to be defended, to ask for defense, and to join proceedings when a court is opened. National Assembly Chairman Nguyen Sinh Hung said:

We should base on the Constitution to clarify the rights to institute proceedings, and regulations for lawyers and the right to self defend to facilitate the collection of evidence. In Vietnam everyone is equal before the law. A person who hasn’t been indicted is called an arrestee who also has his rights just like anyone else. Judges make the final ruling.

The deputies also discussed the draft law on the election of deputies to the National Assembly and People’s Councils.
