Forming a multilateral cooperative mechanism

MSEAP is an Asia-Europe parliamentary cooperative mechanism initiated by the Chairman of the State Duma of Russia and the Speaker of the National Assembly of the Republic of Korea. Eurasian countries meet annually to coordinate activities and foster legislative diplomacy.

The 1st MSEAP was held in Russia in 2016 and the 2nd in South Korea in 2017. Both meetings drew the participation of 24 legislative bodies. Vietnamese National Assembly delegations led by a Vice Chairman of the National Assembly attended the two meetings.

At the 3rd meeting in Turkey, the Vietnamese delegation is led by NA Chairwoman Nguyen Thi Kim Ngan. At a plenary session themed “Economic Cooperation, Environment, and Sustainable Development in Eurasia”, Mrs. Ngan delivered a speech highlighting the Eurasian initiative on economic cooperation to connect and enhance the economic power of regional countries, the role of parliaments in boosting Eurasian cooperation, and ideas for developing MSEAP.

Vietnamese law-makers will discuss with congressmen from other countries regional and global issues and cooperative measures.

Foreign diplomatic policies

The Vietnamese delegation attending the 3rd MSEAP will apply guidelines of the 12th National Party Congress for improving multilateral diplomacy and actively contributing to multilateral mechanisms.

In recent years, the Vietnamese National Assembly has participated in inter-parliamentary activities and extended the role of Vietnam and its National Assembly with regional and global inter-parliamentary mechanisms. Mrs. Ngan said: “Enhancing multilateral diplomacy is an important element of national reform. State, Party, and parliamentary cooperation have been strengthened in our relations with neighbour countries, ASEAN countries, and strategic partners.”

The Vietnamese National Assembly has a close relationship with many other parliaments and is an active member of the Inter-parliamentary Union, the ASEAN Inter-Parliamentary Assembly, and the Association of Parliaments of Francophone countries.
