This is the first bill submitted by an individual legislator in the National Assembly’s history.

Lawmakers praised the efforts by Deputy Tran Thi Quoc Khanh of the Hanoi delegation and head of the compiling board, saying that this is a complex bill with a broad impact on the entire administration of Vietnam.

NA Deputy Chairman Phung Quoc Hien said the bill is not persuasive enough. “It’s extremely necessary to reform administrative activities which are being stipulated in various legal documents. The question is whether or not the bill has covered all the issues that are defined in law. Second overlapping remains between the draft law and other legal documents. Perhaps the bill only focuses on listing things in general without giving details. The draft law is infeasible,” Hien said.
