Deputy Huynh Van Tinh for Tien Giang province said: “I propose that the drafting board include regulations on penalties for individuals and organizations obstructing media activities, avoiding the provision of the media with information, or giving false information. The drafting board should also consider criminal procedures against the beating or murdering of journalists on duty to protect their lives. This will help prevent abuses in society and increase the media’s social criticism.”

Doan Nguyen Thuy Trang, a deputy for Ho Chi Minh city, said the draft revisions should also focus on financing for media organizations: “Instead of subsidizing, the state should create favorable mechanisms for media organizations to become more dynamic in self-financing. Open regulations are needed to help media organizations increase their revenues amid the vigorous growth of communications and the market economy.”

A number of deputies said the revisions should clarify the state’s investment policy on the establishment and dissolution of media organizations.
