Representatives of municipal councils and the UN-backed government based in Tobruk signed the deal stipulating a transitional period for the establishment of a democratic state in the country. But a key player - the General National Congress (GNC), the legally installed government in Tripoli - and its allied Libya Dawn militia were not part of the agreement.

Bernardino Leon, the UN envoy for Libya and initiator of the deal, said that the agreement consisted of 6 points, preparing the way for a democratic state.
The UN Security Council called on all factions in Libya to sign the peace deal to prevent the escalation of violence and the expansion of extremist groups like IS.
