Vietnam marks 2025 as the year of "acceleration” and “breakthrough." Its diplomacy aims to serve economic growth, in addition to maintaining a peaceful and stable environment, and cooperating with all countries and partners while elevating the country’s profile.

Economic diplomacy as new driving force

Given that Vietnam has signed 17 Free Trade Agreements (FTAs), established diplomatic ties with 194 countries, and signed more than 170 cooperation agreements, its economic diplomacy in 2025 seeks to optimize cooperation mechanisms in an effort to attract more investment and boost trade.

The focus is to identify and seize opportunities from new trends shaping the world economy, such as digital transformation, green transformation, and energy transition. It is also crucial to establish extensive cooperation with the world's innovation centers, including countries and businesses, in breakthrough fields - high tech, semiconductors, artificial intelligence, and quantum. They are Vietnam’s new growth drivers.

Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son said, “The world is facing complex and unpredictable developments, but plenty of opportunities are available for countries to take advantage of new growth drivers like the green economy, digital economy, science and technology to make breakthroughs. Domestically, with its new stature and strength after nearly 40 years of renewal, this is the time for Vietnam to enter a new era. To capitalize on these opportunities, economic diplomacy continues to play a more effective and substantive role, with sharper and more creative thinking.”

To fully tap into potential markets such as Latin America, the Middle East, Africa, and Central and Eastern Europe, economic diplomacy in 2025 will focus on  developing the Halal industry, accelerating the implementation of signed Free Trade Agreements, removing market and technical barriers to the EU-Vietnam FTA, mobilizing EU members to ratify the EU-Vietnam Investment Protection Agreement (EVIPA), getting the EC’s IUU yellow card against Vietnamese seafood lifted, and lobbying the US to soon recognize Vietnam as a market economy. Economic diplomacy will play a connecting role, enabling Vietnamese businesses and brands to reach out to the world.

Positioning Vietnam in the new era

Multilateral foreign affairs in 2025 will focus on preparing and organizing the events that Vietnam hosts, continue its responsibilities and tasks in multilateral organizations and forums such as ASEAN, APEC, and the UN. Vietnam will contribute more actively and responsibly to common issues, especially in responding to climate change, cutting net emissions, promoting the Sustainable Development Goals, and participating more extensively in peacekeeping activities, search and rescue, and humanitarian aid.

In today’s interdependent world, the stability and development of nations cannot be separated from the external regional and global environment. Vietnam is standing at a new historical starting point, advancing into a new era, an era of national rise. In that process, foreign affairs play a major role in positioning Vietnam favorably within the tides of change and combining national strength with the strength of the times to serve national rise.

“The factor that ensures the rise of a nation is a strategic environment of peace, friendship, and cooperation that is favorable for development. So, the foreign affairs task is to maintain this environment in the face of fluctuations, creating conditions for the country to enter a new phase of development. Foreign affairs can serve as a drinking force, offering new opportunities for the country to rise by combining internal strength with external strength, in which internal strength is fundamental and long-term, and external strength is significant and breakthrough, ” said Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son.

Vietnam’s foreign affairs, dubbed “soft power”, will continue to assert and spread the image of an independent, self-reliant, peaceful, cooperative, friendly and developing Vietnam. Simultaneously, it will maintain a favorable foreign landscape for national development, pioneering in attracting resources to achieve growth goals.
