Reforming personnel work in line with the Party Central Committee’s Resolution

(VOVworld) - A national conference to implement the Party Politburo’s conclusion on personnel planning and rotation in senior positions and management posts until 2020 was held in Ho Chi Minh city over the last two days. Party General Secretary Nguyen Phu Trong confirmed the necessity to reform personnel planning and evaluation, a key element in Party building. Reporter Thu Hoa reviews the conference.

The conference discussed urgent work to be done in Party building, to help bring the 4th resolution of the 11th Party Central Committee to life. High on the agenda was the need to reform personnel planning, especially in leadership and management. Party Leader Nguyen Phu Trong told the conference that personnel planning is the Party’s responsibility and function in association with its political purposes and implementation. Planning work includes working out an orientation, identifying human resources, training, and rotating personnel to prepare contingent of cadres for the future, which is different from selecting personnel for each tenure. Personnel rotation aims to train cadres comprehensively for high-ranking positions, especially at the central level. "In addition to identifying political guidelines and socio-economic development strategy, it’s necessary to have a cadre planning strategy. The cadre planning should serve political guidelines and implementation. Each level, sector, and locality has its own cadre planning requirements. The cadres at the strategic level determine the political direction, while at the local administration, they determine policies and mechanisms. Selecting cadres must be done carefully as one wrong action can lead to serious consequences", Trong says.

In all revolutionary activities, cadres are leaders to guide the public, and organize and manage activities. They are the nucleus determining the success or failure of organizations and movements in any period, sector, or locality. Party leader Trong stressed that personnel work is a pivotal element in Party building and performance. Personnel work consists of coordinated steps including assessment, planning, training, rotating, and appointment. Trong asked Party cells at all levels to seriously consider the view of social class and unity policy to mobilize and use talented people. Personnel work should be carried out using the principle of democratic centralism in supervising, monitoring, and managing cadres. Party Leader Nguyen Phu Trong elaborates: "Leaders, chief officers, managers, and advisers in charge of staff assessment must be objective and experienced cadres who lead a transparent and moral lifestyle and have a sense of justice. They are required to take into consideration all aspects of a cadre from different angles in order to make adjustments of him or her."

In addition to discussing staff planning and assessment work, conference participants also debated a number of other important issues: defining standards for granting the title government official and criteria to assess cadres based on their title, credibility, and work efficiency; regulating the annual collecting of public opinions and votes of confidence for party and state leaders; and defining responsibilities of leaders in staff assessment, planning, rotation, and promotion. Opinions debated at this conference will be compiled into a book of regulations and guidelines for staff planning and rotation to be issued as soon as possible to fulfill tasks set out in Party Resolution.
