Vietnam determined to combat wastefulness along with corruption and negativity

(VOVWORLD) - Practicing thrift and combating wastefulness are crucial in national development. In light of the need to increase resources and mobilize the people's strength to lead Vietnam into a new era under the Party's leadership, fighting wastefulness urgently requires new efforts. Party General Secretary and President To Lam published an article on Sunday called "Fighting Wastefulness".

Throughout all stages of the revolution, the Party and State have paid special attention to waste prevention and control by issuing resolutions, directives, and conclusions and leading the entire political system and the whole nation to implement them.

Practicing thrift, fighting wastefulness contribute to national renewal

In his article, Party leader and President Lam said that over the years authorities and organizations at all levels have clearly defined their responsibilities in waste prevention. The effectiveness and efficiency of state management and exploitation of resources has improved.

The state budget has been strictly controlled from the planning stage to implementing estimates and settlement. The procurement, management, and use of assets in agencies and organizations using the budget have complied with regulations. The management of investment projects using state capital and assets has seen positive changes. The rearrangement and handling of state-owned houses and land has been carried out. The management and use of state capital and assets in enterprises, and public awareness of thrift practice in both production and consumption have also improved significantly.

According to the article, the results of practicing thrift and combating wastefulness have contributed to bringing the renewal process to great achievements, and fulfilling and exceeding most socio-economic development targets, despite unprecedented challenges like epidemics and natural disasters. They have also contributed to mobilizing, managing, and effectively using human, material, and financial resources to ensure national defense, security, foreign affairs, and social security and welfare.

Party leader and President Lam said wastefulness remains widespread in various forms, causing serious consequences for development, including depleting human and financial resources, reducing production efficiency, raising costs, exhausting resources, and widening the gap between rich and poor. Moreover, wastefulness erodes public trust in the Party and State, creating invisible barriers to socio-economic development and causing Vietnam to miss development opportunities.

More resolute action, better coordination needed in the fight against wastefulness

With a historic opportunity to bring Vietnam into a new era of advancement, said Mr. Lam, waste prevention must be drastic and concerted to have a wide impact and become a voluntary, conscious practice among officials, Party members, and the public.

It’s essential to recognize that waste prevention is a complicated fight against an internal enemy, is part of the class struggle, and is just as important as the fight against corruption and negativity in building a strong Party that embodies morality and civilization.

Practicing thrift and combating wastefulness must be part of concrete commitments and plans, with leadership, specific targets, and regular, thorough implementation. It’s important to improve and effectively implement waste prevention and control regulations and deal strictly with individuals and collectives whose behavior and acts waste public assets. It is essential to issue Party regulations on identifying wasteful practices in the performance of duties by officials and Party members, and build and implement a national strategy for waste prevention and control.

Regulations on practicing thrift and combating wastefulness should be revised to ensure adequate legal grounds for oversight, inspection, detection, and stringent punishment of wasteful acts with a strong deterrent effect. Efforts to uncover and deal strictly with major violations that waste public assets must be stepped up, in a spirit of "dealing with one case to warn the entire region and sector”.

The Vietnamese top leader stressed the need to resolve long-standing issues related to low-efficiency national projects that involve significant waste and to address weak commercial banks. He urged prompt completion of equitisation, improvement of the operational efficiency of state-owned enterprises, and leveraging of the experience gained from implementing the 500KV circuit-3 power transmission project linking Quang Binh and Hung Yen provinces to shorten the implementation time of key national and inter-regional projects.

To steadily lead Vietnam to socialism, achieve its 100-year strategic goals under the Party’s leadership, and celebrate the 100th founding anniversary of the nation, there must be a determination to combat wastefulness along with corruption and negativity, the article concluded.
