According to the draft, an association is a volunteer organization of Vietnamese citizens and legal entities which run for non-profit, unity, and mutual assistance.

Deputies called for more detailed provision to ensure the law’s enforcement as the rights to association is one of the fundamental rights of citizens provided by the Constitution.

Members of the NA Standing Committee agreed that there will be no adjustments to six social political associations including the Vietnam Fatherland Front, Vietnam Trade Union, Vietnamese Farmers Association, Ho Chi Minh Youth Union, Vietnamese Women’s Association, and Vietnam Veterans Association.

Some underlined the need to take into consideration of the revision of the associations’ legal personality.

Chairman Nguyen Sing Hung said that “It’s necessary to legalize the provisions on the rights to associations. This will ensure the citizens’ freedom to association. The law should regulate Vietnamese and foreigners’ rights to association.”

To ensure the citizens’ right to establish associations and the State’s management over these bodies, it’s necessary to make appropriate changes for the types of associations without legal status.
