Genard Araud, the French Representative to the UN, said that the meeting, which would be held on the sidelines of the September UN General Assembly Session, was expected to urge other UNSC members to accept a code of conduct for using vetoes at UNSC sessions.  Paris believes that the code of conduct will not be binding if the vital interests of a country were threatened.
France’s proposal is believed to be directed at Russia, as Russia vetoed UNSC draft resolutions on Syria last year. UNSC members unanimously agreed to remove Syria’s chemical weapons stockpiles and allow humanitarian actions in combat zones in Syria in September, 2013.
