Further public opinions on constitution revisions

(VOVworld) Deputy Prime Minister Nguyen Xuan Phuc on Wednesday inspected the collection of public opinions regarding the 1992 Constitutional revisions in Binh Phuoc province. Phuc urged the province to finalize the report on its progress by March 15. He said Binh Phuoc needed to pay special attention to informing the people about the draft constitutional amendments and about their rights and obligations. Phuc said all public opinions should be collected objectively and honestly.  

In Hanoi, the National Assembly Standing Committee on Wednesday met to discuss the constitutional revisions. Delegates focused on the preface of the constitution, the leadership role of the Party, human rights and citizens’ rights, and the organization of local administration. National Assembly Vice Chairman Uong Chu Luu commented on the Constitutional Amendment Drafting Committee’s decision that the deadline for gathering public opinions should be September 30, 2013 instead of March 31.“This is within the National Assembly’s jurisdiction as clearly stipulated in resolution 38. This also reflects the aspirations of the people and the localities. If the deadline was March 31, the gathering of opinions would not be democratic and it would be incomplete. This is why the document states that after March 31, agencies and organizations will still be eligible to send in their feedback regarding the draft constitution", said Luu. 

In Ha Nam province, more than 150,000 opinions have been gathered over the past 2 months. Senior lieutenant-colonel Vo Trong Hai, Deputy Commander of the Ha Tinh border guard force, said Article 4 on the Party’s leadership is essential to ensure political stability in the interest of national development. Hai said:“The armed forces are well aware of the campaign to gather public opinions to the 1992 constitution revisions. We think that our country should have only one party because the multiple-party system is very complex. Generations of the armed forces have made sacrifice for the nation and the multiple-party system is unacceptable.”

The Vietnam Lawyers’ Association met on Wednesday to comment on the constitutional revisions.
