On this occasion, an article in New Hanoi newspaper titled "Creating new momentum for the capital's development" emphasized that Hanoi is having new opportunities for development. According to the article, Hanoi has strengthened planning and institutional building to realize the goal of becoming a "civilized, modern" city. Under the Master Plan on Hanoi’s development to 2045, with a vision to 2065, the city will develop two affiliate cities, which will serve as pillars for its development while also helping to stretch population density in inner-city areas.

On the occasion, many commemorative events also took place in Hanoi. In Thach That district, the Hanoi City Civil Engineering Construction Investment Project Management Board organized the groundbreaking ceremony for the Thang Long Avenue expressway, connecting from the national highway 21 to Hoa Lac - Hoa Binh expressway. The project aims to implement road traffic connection plans of the country and Hanoi Capital.

Earlier, on October 9, an event was held to praise outstanding examples, good people and good deeds, honoring outstanding Capital Citizens in 2023. At the historical site of Hoa Lo Prison, an exhibition called "the Roar of the Red River" took place, recreating memories of the historical moment of liberating the capital 69 years ago.
