The General Statistics Office’s SCOLI report said HCM City's cost of living is equivalent to 98.4% of Hanoi because some of its product groups have lower average prices, including garments, hats, shoes, culture, entertainment, and tourism.

Quang Ninh has the third highest cost of living, equivalent to 97.9% of Hanoi, as this is the center of tourism and marine economy, the gateway to the northern key economic region. Vibrant economic development makes the prices of some services in Quang Ninh higher than other localities.

The cheapest place to live in Vietnam is Ben Tre with the cost of living equivalent to 85.9% of Hanoi.

The Spatial Living Index reflects the difference in consumer goods and service prices among localities and regions of Vietnam in a certain period.
